Donna Griffith

Partner, VP of Strategic Engagement & Industry Relations

Donna Griffith brings more than 20 years of combined private sector and federal acquisition experience to her role as Managing Partner at Contracting Intelligence Group (CIG). A trusted advisor to senior government leaders, Donna has built her career at the intersection of policy, compliance, and organizational performance, helping agencies not only meet regulatory standards, but consistently exceed them.

Donna’s experience spans both civilian and defense agencies, including senior acquisition roles within the U.S. Department of Health and Human Services and the U.S. Department of Defense. She has served as a warranted Contracting Officer, a designated Competition Advocate, and a subject matter expert in small business programs, bringing a practitioner’s perspective to every engagement. She understands federal acquisition from all sides: as the official making binding decisions, as the policy leader setting the standards, and as the compliance advisor helping organizations meet them.

Most recently, Donna served as a Director of Policy, Oversight & Administration within the federal civilian sector, where she stood up and led four divisions responsible for acquisition policy, compliance oversight, workforce development, and Government Purchase Card program management. She served as a direct advisor to the Head of the Contracting Activity and worked cross-functionally with senior leaders across program, legal, and financial functions to drive enterprise-wide change. Under her leadership, the organization progressed from a high-risk Procurement Management Review (PMR) rating to a path toward full procurement authority, a turnaround driven by SOP modernization, strengthened internal controls, and a sustained culture of accountability.
