Umetria Dickson

Partner, VP of Strategic Acquisition Solutions

Umetria Dickson brings more than 24 years of federal acquisition experience to her role as Managing Partner and VP of Acquisition Solutions at Contracting Intelligence Group (CIG). A seasoned acquisition executive and trusted advisor to senior government leaders, Umetria has built her career at the intersection of acquisition strategy, compliance, and workforce development, helping agencies and private sector clients navigate the full procurement lifecycle with confidence, clarity, and precision.

Umetria’s experience spans both defense and civilian federal agencies, including senior acquisition leadership roles at the National Aeronautics and Space Administration (NASA), the Department of Health and Human Services/Administration for Children and Families (DHHS/ACF), the General Services Administration (GSA), and multiple U.S. Army commands. At NASA Ames Research Center, she served as Branch Chief with unlimited warrant authority, overseeing a contract portfolio of approximately $2 billion annually, including complex Research and Development and spaceflight hardware contracts. At DHHS/ACF, she served as Director of Policy, Oversight & Administration, leading a team of 40 professionals across acquisition policy, compliance oversight, workforce development, and Government Purchase Card program management. Her tenure at GSA included Program Manager responsibility for a $1.8 billion Department of Defense portfolio. She understands federal acquisition from every vantage point, as a warranted Contracting Officer with unlimited authority, as a senior policy leader, and as a compliance and workforce advisor.

A lifelong advocate for acquisition workforce excellence, Umetria also served as an Adjunct Professor of Government Contracting at Webster University, where she taught graduate-level courses in Government Contracting and Contracting Pricing and Integration. This practitioner-to-educator pathway reflects her commitment to translating complex regulatory frameworks (FAR, DFARS, and agency-specific guidance)into actionable knowledge for the next generation of acquisition professionals.

At CIG, Umetria leads client engagements focused on acquisition strategy, proposal development, compliance advisory, and training and workforce development. She designs scalable training programs, policy-aligned SOPs, and strategic acquisition tools that equip both government agencies and private sector clients to compete, comply, and perform with confidence. Her approach is grounded in regulatory precision, operational experience, and a deep commitment to client outcomes.
